The simple explanation for this is that solar panels generate electricity from sunlight, not heat. Although solar and heat seem like a likely pair, heat can actually decrease electricity production from solar panels as it increases the energy level of the electron, which translates the high energy into heat instead of electricity and disrupts electricity production, known as "heat loss" .

Even if the solar panels are exposed to the same amount of sunlight, too much heat will result in a decrease in the amount of energy produced. The outside temperatures do not affect the sunlight collected by the solar panels, but rather the energy production in the cells. The colder temperature promotes better energy production that can keep up with the lower daylight hours at the winter solstice.
